1. Introduction
Gangal Recruitment Ltd is committed to preventing slavery, servitude, forced or compulsory labour, and human trafficking ("Modern Slavery") in our business and supply chains. This statement is made pursuant to Section 54 of the Modern Slavery Act 2015 and sets out the steps we have taken and continue to take to ensure that Modern Slavery is not taking place within our organisation or any of our supply chains.
As a recruitment agency supplying workers across multiple sectors — including cleaning, warehouse, healthcare, hospitality, and construction — we recognise that our industry is particularly exposed to the risk of Modern Slavery and labour exploitation. We take this responsibility extremely seriously.
2. Our Business
Gangal Recruitment Ltd is a UK-based recruitment agency providing temporary, permanent, and contract staffing solutions to businesses across England, Scotland, and Wales. We operate in the following sectors:
- Cleaning & Facilities Management
- Warehouse & Logistics
- Healthcare & NHS
- Care Homes & Domiciliary Care
- Hospitality & Catering
- Construction & Trades
- Industrial & Manufacturing
- Drivers (HGV/LGV)
We are based in Leeds, West Yorkshire, and supply workers to client sites across the UK. Our workforce includes both UK nationals and foreign nationals with valid Right to Work documentation.
3. Our Policies
We have implemented the following policies and procedures to identify and prevent Modern Slavery:
- Anti-Slavery and Human Trafficking Policy — sets out our zero-tolerance approach and the actions we take to prevent Modern Slavery
- Recruitment Policy — ensures robust checks on all candidates including Right to Work verification, identity checks, and address verification
- Whistleblowing Policy — encourages all workers, candidates, and stakeholders to report concerns about Modern Slavery without fear of retaliation
- Supplier Code of Conduct — requires all suppliers and labour providers in our supply chain to comply with the Modern Slavery Act 2015
- Equal Opportunities Policy — ensures fair treatment of all workers regardless of nationality, ethnicity, or immigration status
4. Due Diligence
We carry out the following due diligence processes to identify and mitigate the risk of Modern Slavery:
- Thorough Right to Work checks on every candidate using original documents and Home Office online checking service
- Verification that candidates' bank accounts are in their own name to prevent third-party pay diversion
- Direct communication with candidates to ensure they are not being controlled or coerced by a third party
- Checks that workers are not being charged recruitment fees (prohibited under the Employment Agencies Act 1973)
- Regular site visits to client premises to observe working conditions and speak with workers privately
- Monitoring of working hours to ensure compliance with the Working Time Regulations 1998
- Ensuring all workers are paid at least the National Minimum Wage / National Living Wage directly into their own bank account
5. Risk Assessment
We have identified the following areas as higher risk for Modern Slavery within our operations:
- Cleaning sector — historically associated with exploitation of migrant workers, subcontracting chains, and below-minimum-wage payment
- Warehouse and logistics — seasonal peaks can create pressure to recruit quickly, potentially bypassing thorough checks
- Care sector — live-in care arrangements and isolated working environments can increase vulnerability
- Construction — subcontracting chains and cash-in-hand payment practices create exploitation risks
We mitigate these risks through our robust vetting procedures, regular audits, direct worker engagement, and refusing to operate multi-tier subcontracting arrangements.
6. Training
All Gangal Recruitment staff receive training on Modern Slavery awareness, including:
- How to recognise the signs of Modern Slavery and human trafficking
- The indicators of labour exploitation in the recruitment industry
- How to report concerns through our internal reporting procedures
- The legal framework including the Modern Slavery Act 2015 and the Gangmasters (Licensing) Act 2004
- The National Referral Mechanism (NRM) process for potential victims
